P-162 Consolidated Fuel Facility | NAS Whidbey Island, WA

Penzberg EEI was the prime POL designer and performed mechanical, civil, and structural engineering on all POL-related aspects of the project.  This project consolidates the elements of three existing cut-and-cover fuel storage facilities on NAS Whidbey Island, Washington and provides the construction of a new JP-8 storage facility with three 30,000 Bbl Aboveground Storage Tanks (AST), a new pumphouse, operations building, truck loading and off-loading rack, filtration system, and transfer capability to an existing hydrant system.  The project also provided a new pumphouse at the barge receipt pier to allow fuel transfer via the 8-inch diameter cross-country pipeline from the fuel pier to the new storage facility.  The design of the transfer pumphouse required extensive hydraulic modeling of fuel transfer operations and a dynamic transient surge study.  The hydraulics had to consider the existing system configuration and the future need to transfer directly from a barge through the cross-country pipeline and to not extend the barge off-load time while at the same time not exceeding the pipeline maximum allowable operating pressure, which was established based on API 570 and ASME B31.3 criteria.  The pipeline work required close coordination with the pipeline leak detection vendor for equipment relocation.

Celle EEI designed the three ASTs based on military API 650 criteria.  The tanks have an undertank secondary containment liner leak detection system and incorporate the latest direction from DLA for Automatic Tank Gauging.  EEI designed the tank’s secondary containment system to accommodate the site condition.  Due to the soft compressible soils found at the site, the containment walls are reinforced concrete and the containment floor is an exposed flexible geo-membrane to allow movement without cracking.  The soil under the containment walls and tank foundations was pre-consolidated to minimize settlement.  EEI installed an under membrane drain system to control groundwater and drainage from the containment, which is collected and treated via an oil / water separator.

To reduce environmental risk, the piping, to the greatest extent possible, is aboveground and all issue piping is stainless steel based on military aviation fueling requirements.  The piping to the 4 position truck off-load and loading rack is stainless steel and EEI designed a utilidor (pipe chase) to maintain visual inspectability of the piping.  The pumphouse contains four 600 gpm transfer / issue pumps and four 600 gpm issue filter separators and three 1,200 gpm receipt filter separators.  EEI designed all of the pipe supports and performed a seismic and thermal evaluation of the piping system.  EEI worked with the electrical designer to establish the controls and communications system for the facility.
