EEI provided planning, civil engineering design, platting and permitting services for the new 13,000 square foot Adolescent Residential Center for Help (ARCH) facility. Civil engineering included site grading and drainage design of the 5 acre site including new access driveways and 20 vehicle parking lot, and landscaping features. The site is situated on steep terrain and required the design of a modular block retaining wall system.  EEI also provided site utility design including the relocation of an existing community water system, design of a new Class A Public water system, and design a commercial on-site septic system.

EEI was a vital member in securing a Conditional Use permit from the Municipality of Anchorage, and in securing water and wastewater permits from the State of Alaska Department of Environmental Conservation, and Department of Natural Resources.  EEI met with various members of the Planning and Zoning department, and prepared project narratives and presentation boards for various meetings with the South Fork Community Council and MOA public hearings.

EEI also provided platting services to combine two parcels into one, and engineering support during construction.
