Kelly is the President of EEI and a licensed Professional Mechanical Engineer with more than 25 years of experience leading the development and delivery of complex fuel storage and distribution infrastructure. As a Principal since 2006 and a member of EEI’s Board of Directors for more than a decade, Kelly provides executive leadership and helps shape the firm’s strategic direction, growth, and long-term success. His extensive expertise in fueling systems, tank integrity, and pipeline infrastructure, combined with decades of hands-on project experience, has established him as a trusted advisor on mission-critical infrastructure. Kelly’s leadership reflects EEI’s commitment to technical excellence, client service, and the continued development of a highly skilled engineering organization.

Jesse is EEI’s Chief Mechanical Engineer and has served as a Principal of the firm since 2012, providing senior technical and organizational leadership across complex petroleum infrastructure projects worldwide. With more than 20 years of downstream petroleum experience, he is a recognized expert in fuel system dynamics, hydraulic surge analysis, and the design and delivery of mission-critical fueling infrastructure. Jesse has directed major Department of Defense and commercial projects involving aircraft hydrant systems, bulk storage facilities, truck loading systems, and transfer pump stations, combining deep technical expertise with a practical, solutions-oriented approach. As a certified API 570 Pipeline Inspector, he also brings extensive field and asset-integrity experience that informs EEI’s approach to safe, reliable, and sustainable infrastructure. His leadership, technical depth, and industry perspective make him a key contributor to EEI’s continued growth and reputation as a specialized engineering firm.

Doug is EEI’s Mechanical Integrity Program Manager and a senior leader within the firm’s integrity and engineering practice, bringing more than 33 years of experience to the management and delivery of complex integrity and asset management programs. He provides strategic and technical oversight for commercial and Department of Defense clients worldwide, with expertise spanning fitness-for-service assessments, engineering evaluations, forensic failure analysis, metallurgical assessments, quality assurance, and risk-based management of critical infrastructure. Doug’s extensive industry credentials include API certifications in storage tanks, pressure vessels, and pipelines, and he serves as a voting member of the API 653/650 Committee, contributing to the development of industry standards and best practices. His combination of technical authority, industry leadership, and practical experience strengthens EEI’s ability to address complex asset integrity challenges and deliver reliable, long-term solutions for its clients.

Nick is EEI’s Director of Operations and a Principal Civil Engineer with 18 years of experience delivering civil infrastructure projects for military, federal, and commercial clients. His technical background includes civil site development, utility infrastructure, transportation, and bulk fuel facilities, with extensive experience managing complex projects in remote and challenging locations.  Throughout his career, Nick has been involved in all phases of project delivery, from planning and engineering design through cost estimating, contract documents, construction administration, and project management. This hands-on project experience carries into his role as Director of Operations, where he works with EEI’s department managers and technical teams to manage workload, staffing, project delivery, and the day-to-day operations of the firm. As both an engineer and company leader, Nick remains actively involved in projects while helping guide EEI’s broader operations and long-term direction. His focus is on practical engineering, strong project management, and giving EEI’s teams the support they need to successfully deliver challenging projects for their clients.

Matt is a Principal of EEI and Department Manager for the firm’s mechanical engineering team, providing senior leadership and technical direction for the development and delivery of complex commercial and Department of Defense fueling infrastructure. With more than 17 years of experience, he brings broad expertise across bulk fuel storage, aircraft hydrant fueling systems, additive injection systems, transfer pipelines, vehicle fueling facilities, and generator fuel storage systems. A certified API 570 Piping Inspector with more than a decade of field experience, Matt combines deep technical knowledge with a practical understanding of asset integrity, safety, and long-term system performance. Since joining EEI’s ownership team in 2022, he has contributed to the continued growth of the firm’s mechanical engineering capabilities through technical mentorship, staff development, and the delivery of innovative solutions for mission-critical infrastructure. In 2025, Matt established and assumed leadership of EEI’s South Dakota office, expanding the firm’s regional presence and strengthening its ability to support clients throughout the area.

Aaron is EEI’s Structural Department Head and a Project Manager, providing leadership and strategic technical direction for the planning and delivery of complex infrastructure projects. A licensed Professional Civil Engineer with more than 15 years of experience, including five years supporting the Department of Defense, he brings broad expertise across civil, structural, and geotechnical engineering, with a focus on critical fueling and marine infrastructure. His experience includes leading multidisciplinary teams and delivering major bulk fuel storage, transfer pipeline, vehicle and rail fueling, and tank inspection and rehabilitation programs involving aboveground, underground, and Cut and Cover facilities. As an API 653 Certified Tank Inspector with specialized expertise in 3D scanning, Aaron combines technical depth, field experience, and innovative approaches to asset assessment and infrastructure design. His leadership and comprehensive perspective contribute to EEI’s continued ability to deliver complex projects, develop effective engineering solutions, and create lasting value for its clients.

Duncan is a licensed Professional Mechanical Engineer with nine years of experience providing engineering leadership and delivering complex infrastructure programs for commercial and Department of Defense clients across domestic and international locations. He brings broad expertise in both greenfield and brownfield projects, ranging from large bulk fuel storage facilities with aboveground and underground tanks to specialized additive injection systems and transfer pipelines, including pigging and in-line inspection applications. Duncan combines design expertise with practical field experience, including project planning, site assessments, and engineering evaluations of existing infrastructure. As a certified API 570 Piping Inspector, he brings a strong focus to system integrity, safety, and long-term performance. His multifaceted experience and practical approach enable him to effectively navigate complex project requirements and deliver reliable fueling solutions for EEI’s clients.

Kyle is a licensed Civil Engineer based in EEI’s Hawaii office, with eight years of experience leading the planning and delivery of complex infrastructure projects across diverse and challenging environments, from remote Alaskan communities to major military installations worldwide. His expertise spans the full project lifecycle, including planning, design, engineering analysis, specifications, cost estimating, and project delivery, with a focus on bulk fuel storage, pipelines, hydrant systems, secondary containment, site development, utilities, drainage, and transportation infrastructure. Kyle also leads diverse teams and coordinates complex projects from concept through completion, bringing a collaborative and solutions-focused approach that drives technical excellence, efficiency, and successful project outcomes. His combination of technical breadth, project leadership, and experience in demanding environments positions him as a key contributor to EEI’s continued growth and ability to deliver critical infrastructure.

Erson is a licensed Professional Electrical Engineer based in EEI’s California office, with 19 years of experience, including 15 years specializing in the electrical design and integration of complex POL facilities. His expertise encompasses facility and pump controls, motor control centers, instrumentation, power distribution, grounding, emergency power, and interior and exterior lighting systems, as well as sustainable design practices, and Leadership in Energy and Environmental Design (LEED) requirements. Erson brings a comprehensive understanding of the electrical systems required to support mission-critical fueling infrastructure, along with experience navigating complex design, sustainability, and compliance requirements. His technical depth and broad perspective enable him to provide effective engineering solutions for complex infrastructure and contribute to the successful delivery of challenging projects for EEI’s clients.
