Kelly is a licensed professional mechanical engineer with over 25 years of his career dedicated to designing fueling systems. He is an accomplished project manager, specializing in DoD projects encompassing all aspects of fuel storage and distribution systems. He is a certified API 653 Tank and API 570 Pipeline inspector, with years of practical field experience. Kelly became a principal of the firm in 2006 and has served on the board of directors for the past 10 years.

Jesse is EEI’s Chief Mechanical Engineer and has been a Principal of the firm since 2012. He has over 20 years of downstream-petroleum experience and specializes in hydraulic surge evaluations and fuel system dynamics. Jesse has been the lead engineer on many DoD fuels projects worldwide as well as on projects for commercial fuel distributers in the state of Alaska, including aircraft hydrant fueling systems, bulk storage tank farms, truck loading facilities and transfer pumphouse design. He is also a certified API 570 Pipeline Inspector and has developed fuel system inspection plans for DoD facilities, commercial distributers and Anchorage International Airport.

Mechanical Integrity Principal

Doug is EEI’s Mechanical Integrity Program Manager and is based in their Falmouth, Maine office. He has more than 29 years of experience in engineering mechanical integrity assessment and quality assurance. Doug manages large, complex asset integrity management projects for commercial and Department of Defense clients worldwide. These projects include engineering evaluations; fitness-for-service assessments; forensic failure analysis; and metallurgical and risk-based assessments involving pressure vessels, pipelines, piping systems, fossil-fired and recovery boilers, and chemical and petroleum storage tanks. Doug is a certified API 653 Storage Tank Inspector, API 570 Piping Inspector, API 510 Pressure Vessel Inspector, and API 1169 Pipeline Inspector. He also actively participates on the API 653/650 Committee as a voting member.

Nick is the Director of Operations and a Principal civil engineer. He has 18 years of experience in the field of civil site and utility improvements, including geotechnical investigations, condition surveys, site grading and drainage design, water and wastewater systems, roadway design, and bulk fuel facility design for commercial and military facilities. Nick provides management and engineering skills for all phases of project development including planning, design and analysis, preparation of contract documents, cost estimating, project management, and construction administration.

Matt is the department manager for our mechanical engineering team with over 16 years of experience designing commercial and DoD fueling systems. His design experience includes bulk storage facilities, airport hydrant systems, additive injection systems, transfer pipelines, and vehicle fueling stations. He is also a certified API 570 Piping Inspector with over 10 years of experience. Matt became a Principal of the firm in 2022.

Aaron is a Department Manager, Project Manager, and design engineer at EEI. He is a licensed professional civil engineer with over 15 years of experience in Structural, Civil, and Geotechnical design of POL and marine infrastructure, including 5 years of DoD experience. His project portfolio includes the design and Project Management of bulk fuel storage facilities, transfer pipelines, vehicle and rail fueling facilities, as well as tank inspection and repair design to AST and cut and cover tanks. He is also a certified API 653 Tank Inspector specializing in the use of 3D scanning.

M. Duncan Keith, P.E.

M. Duncan Keith, P.E.

Duncan is a licensed professional mechanical engineer with 9 years of experience designing commercial and DoD fueling systems CONUS and OCONUS. He has experience designing green field and brown field fuel systems ranging from large bulk storage facilities with aboveground and belowground tanks to small additive injection systems. He is also experienced developing project planning documentation and performing on-site engineering assessments. Duncan is a certified API 570 Piping Inspector.

Kyle is a licensed civil engineer with 8 years of experience delivering solutions across all phases of project development including planning, design and analysis, preparation of drawings, developing specifications, and cost estimating. He has worked in diverse environments, from remote Alaskan villages to large-scale military installations worldwide. His project portfolio includes bulk fuel storage facilities, pipelines, hydrant systems, secondary containment, site layout and grading, drainage, water/wastewater systems, and roadways. He also leads multi-disciplinary teams, managing complex projects to ensure technical excellence, efficiency, and successful delivery for a variety of clients.

Erson G. Bolos, P.E.

Erson G. Bolos, P.E.

Erson is a licensed professional electrical engineer with a total of 19 years of experience, including 15 years specifically in the design of POL facility electrical systems including complex controls systems, pump controls, process and instrumentation diagrams (P&ID), and motor control centers. He has also designed interior and exterior lighting, lighting controls, Title 24 compliance, Leadership in Energy and Environmental Design (LEED), site and building electrical distribution systems, load calculations, grounding, emergency / backup generator systems, power systems, and branch circuit wiring.
